The executive board of the Oklahoma State Troopers Association is elected by the members of the OSTA across the state. The OSTA executive board is made up of a diverse group of OHP troopers and qualified advisors that work with the board of directors.  Seasoned with maturity and experience, the current members of the board have proven themselves both effective and capable in working with the board of directors in order to achieve goals that are advantageous to the State Troopers of Oklahoma and the communication officers across the state.

 

 

PRESIDENT - Roy Rogers # 418

As the longest serving President in OSTA history, Roy Rogers serves with an enduring mission to do the best for the troopers of Oklahoma. He was elected President in 1993 and enjoys making a trooper’s life better than when came on the patrol. Graduating out of the 24th patrol academy, Rogers has many years of experience that enables him to serve and promote the Oklahoma State Troopers Association in the most positive light in order to accomplish the goals set forth by the association. He will continue to make improvements for the troopers and the communication staff for as long as he is able.

Dedication to improving the quality of life for troopers and communications is a constant goal for Rogers in fact, he has been doing that for so long that he has given up most of his own personal hobbies in order to better serve the Oklahoma State Troopers Association.

He has served the patrol in Carter County, Murray County, Size and Weights, the Public Information Office, Safety Education, and as Headquarters’ Liaison. Prior to becoming an Oklahoma State Trooper, he served in the U.S. Army from 1965-1967. He did one tour in Vietnam during 1966- 1967. In what little spare time he has, Rogers is involved in his church, Dougherty Baptist, which is over 100 years old. He also enjoys going to auctions and collecting guns.

Residing in Davis, he is married to Rolanda and has four children Robin, Courtney, Butch and Clint.

1ST VICE PRESIDENT - Phillip “Flipper” Ellyson # 232

Graduating from the 43rd academy in 1988, Flipper is proud to be an Oklahoma State Trooper and comes from a 3rd generation of troopers. He is a member of the OHP pistol team and is a hostage negotiator. Assignments include working in Troop J in Kingfisher County and Troop A being assigned to McClain County. Prior to being elected to the Executive Board, he served as the Troop A Director . He is currently working for Troop S the Size and Weights division.

Previous law enforcement experience includes working for the Logan County Sheriff’s Office.
He graduated from Guthrie High School in 1973 and attended OSU and OSU/OKC. In his spare time, Flipper enjoys ranching, saddle making, horse training, anything related to being a cowboy. He also likes to hunt and fish.

When he is not taking care of OSTA business, he is active in the Masonic lodge, a 4H Youth leader, OK Sheriff and Peace Officer’s Association, Oklahoma Law Enforcement and Firefighters Rodeo Association, Indian Territory Roundup Club, and the Fellowship of Christian Cowboy Association. He also is very active in his church, Union Hill Baptist Church.
He has a lovely wife, Darlene, and two children, Rebecca and Rylee.

2ND VICE PRESIDENT - Russell Knoke # 738

Russell graduated from the 39th academy in 1982. The areas in which he has worked include, Troop L Rogers County, Inola, and Troop L Rogers County, Catoosa. He currently is assigned to Troop S out of Sallisaw in Sequoyah County.

He graduated from Sallisaw High School and from Oklahoma State University with a bachelor’s of science degree.

Russell is married to his wife, Debbie, and has two sons, Tyler and Max.

TREASURER - Curtis Leming # 490

The 38th academy was Curtis’ school that graduated in 1980. His first assignment was in Wagoner, Troop C from 1980-1984. He then worked in Heavener, Troop D in 1984 – 1985. He transferred to Poteau, Troop D and worked from 1985 – 1995, he transferred to Troop S in 1995 and is currently assigned to the Size and Weights Division. Prior to becoming a state trooper, Curtis worked for the Arkoma police department.

Poteau High School is Curtis’ alma mater and he attended Carl Albert State College and East Central University in Ada. He also served in the US Navy from 1974 – 1978.

Curtis and his wife, Ester, have three children Jacob, Luke, and Leah.

SECRETARY - Ben McHand #781

Ben came out of the 43rd patrol academy in 1988. His assignments include Troop I- Beaver County, Troop A- Oklahoma County, Troop A- Logan County, and he is currently with Troop S. He was with the Sallisaw Police Department before he became a state trooper. Ben graduated from Sallisaw High School and attended Carl Albert Junior College. In his spare time, he enjoys hunting and fishing.

Ben and his wife, Carolyn, have five children Lakrisha, Shanda, Trey, Jennifer, and Michelle.

Legal Counsel - Gary James

Gary James serves as general counsel to the OSTA. He provides legal advice to the Oklahoma State Troopers Association and the Oklahoma State Troopers Association Foundation. He provides legal defense to troopers who find themselves sued in the line of duty.

He also will defend troopers in discipline action initiated by the Department of Public Safety or the OHP. Gary James directs the Oklahoma State Troopers Association Executive Board in legal matters and answers legal questions that pertain to the association.

Chaplain - Sam Garner

Chaplain Garner is Chaplain to the Oklahoma State Troopers, trooper families, employees and staff members of the Department of Public Safety and their families. He has been Chaplain for over 24 years and is available 24 hours daily to serve whoever may need him. He is a member of the International Conference of Police Chaplains.

He and his wife, Patricia has two children Jason and Kimberli. He enjoys traveling, sight seeing, reading, writing, and spending time with his six grandchildren.
